Description
This upgrades all the dev deps it can. Critically, a TS declaration issue was recently solved in rollup/plugins#1230, so we don't need to lock it to
v8.3.3anymore.It also disables running the expensive storybook+playwright CI testing because it ceased to work (and wasn't great to begin with).
